Blue and red eyes

Rule: Anyone who knows their own eye color must commit suicide at noon the next day.

Setup: A village of 100 people: 95 blue-eyed, 5 red-eyed. No mirrors and no discussion of eye colors. A traveler publicly announces: “There are red-eyed people in this village.”

Question 1: Why do all 5 red-eyed villagers suicide at noon on the 5th day after the traveler leaves?

Question 2: Before the announcement, everyone already knew red eyes existed, and knew others could see red eyes too. Why didn’t the red-eyed villagers suicide then? Did the traveler add genuinely new information?
